Puppy Mills are in the eye of the beholder.
It is never MY kennel; it would have to be someone else's kennel.
From what you say of this lady, IMHO, she isn't a puppy miller, and I don't
blame her for not answering your questions. I think she was being very
polite to even discuss her business with you.
Registering your dogs/puppies with AKC/UKC or any other registering body,
does NOT make a reputable, responsible breeder. Breeding registerable dogs
does NOT make a reputable, responsible breeder.

Okay, just what is determined to be a puppy mill? There is a local lady
here that raises her own breed of dogs and has done so for the past 20 years
plus or minus. I understand she interviews all prospective buyers has
plenty of kennel help and Kennels are very clean. These are small dogs and
I am not going to go into the crosses she made to get this breed. She
belongs to my health club and is well thought of by it members,
HOWEVER; When I asked her how many puppies she had each year, she refused to
answer, again I asked her how many dogs she had again no firm answer. What
clubs she belong to and if her dogs were registered and the answer was no.
She did not believe in AKC or the other organizations. I told her it
sounded like a puppy mill to me and she went on the offense at once.
Today a local breeder who raises Jack Russell Terriers has made all the
papers and TV news about being a puppy mill, which indeed they were. The
couple had somewhere around three hundred Terriers, they probably started
out with good intentions but the profit from the dogs got into the way of
common sense.
Anyway this local breeder of mixed breeds went on to tell the class what
she determined to be a puppy mill. Please give me your opinions on this.
