I've been working on a proposal to the city about the Commissionaires and the city's itself crappy animal bylaws. I am alotted 3 minutes to speak. Oy. I am thinking of bringing in some friends to sit in and perhaps draw more attention? I personally would rather the SPCA be hired to do the job. They are if nothing else, consistent. We also have a bylaw about dogs not being in the back of pickups, but nothing is ever done. Small town living bites as far as animals go. It's wicked in bigger cities but horrendous in small towns. Not sure what can be done about her *daycare*....because she can always say she *babysits* once in a while. And she may do that part very well....my eyes are on the pup right now. HOWEVER I would think that having NO shelter or shade would definitely be against the law. Even the sketchiest of laws require shade and shelter. I would keep on the Commissionaires to enforce the by laws. Then there is the issue of her babysitting somebody elses children when they obviously have no clue about proper care and training of a dog. What do your bylaws say about her "daycare"? I walked down and introduced myself to the Mom. I talked about how I had GSD's and if they ever wanted to let the pup have a *playdate* to bring him by. I got mumbles and darting looks. I asked if they were going to build a fence around the house, or at least an area for him to not be tied up. No, was the answer. I offered to lend them a 10 foot square by 6 foot tall chain link kennel till they could get one and she kinda' blew me off. While down on my knees playing with the little cutie I said how gorgeous he is and asked if he was registered. She said yes. I asked who the breeder was and she said someone out by #1 Highway in Abbotsford. I offered up a couple of breeder names out that way and she said no that was not them. ( I thought I would get the breeders name and let them know the predicament the pup was in ) I related a story to her about how 2 pups were stolen from their yards last year. I spoke about kids teasing him, other dogs wandering by perhaps harming him etc etc It all fell on deaf ears. She did tell me that her husband was the one that wanted the dog and she thought it wasn't the right time to get one. She's a young Mom with 2 toddlers and is babysitting 2 others. I asked if they were thinking about re-homing him and she said no, the husband would never do that. She said he spent $800 for the pup and wanted him. I offered her the lumber to build a small enclosure and she said she'd ask her husband. I wrote down my name and # and gave it to her. Haven't heard from them. In my town it isn't the SPCA, it is the Commissionaires of BC we deal with for AC. ( http://www.commissionaires.bc.ca/ ) They are not required to know anything about animals, they are just there to enforce bylaws. I have called them and they have driven by and seen the little guy out there and reported back to me that they feel it is fine. There are dogs tethered 24-7-365 in my town. Now I KNOW it's NOT okay. Physically and mentally it is NOT okay. I have 3 options....as I see it. I can alert someone and the pup will disappear. Or I can go to the RCMP. The RCMP will hopefully straighten them out on the dangers of it being out in the heat and all alone, ( as I have already ) but can really do nothing about it beyond that. Or should I go to a reporter for our provincial daily newspaper and hope that shaming them will work? ( my town has a once weekly paper and there are tons of dogs in the same shape. ) They are not in the best financial situation to build a fence, and they are 100% not educated on the dangers so I doubt that will work.
