I suppose because it's proven that this is the breeder who is doing the right 
thing but they refuse to release the dog to a responsible party unless they can 
neuter it first.   This is a sore point with me because a similar situation 
happened with me when my house cat escaped and was turned into the HS.  I found 
out about it but they refused to give me my cat back until I paid the adoption 
fee.  
   
  And yes I have taken a dog out of a shelter and yes they do let you take an 
intact animal.....it depends on the policies of that particular HS.
   
  I misread her email though, I thought she was the co-owner so you have a

The Humane society isn't the bad guy here, why write a check you intend to 
cancel???? (Illegal in a lot of states anyway.)
   
  The OWNERS turned the dog in.  Someone else ADOPTING can only take the dog 
once he's neutered.  The BREEDER (Barb), gave the dog away "placing it in a pet 
home" per the e-mail. No co-ownership mentioned in the e-mail. It's no longer 
the BREEDER'S property.  Now, Barb's going to do the right thing, collect a dog 
she bred from the shelter and re-home him I'm sure.  But the humane society 
looked for a chip, found the breeder, contacted the breeder, all good things.  
Why make a federal case against them?  Have you ever taken a dog out of a 
shelter?  They don't let the dog go to people adopting while they are still 
intact.
   
  It isn't Barb's dog, she can't prove with any recent records that it is, so 
be it.  
   
  These aren't new rules.  When Cody got loose at the Ohio National, I was told 
by the Humane Society in Columbus, if they got him, they would hold him for 3 
days for the owner (me) to claim.  If I didn't claim him, they'd neuter him and 
he'd be placed for adoption.  If I did claim him, I'd need proof of ownership.  
I always carry rabies certs, microchip info and local, county licenses in the 
van, so I had more than enough proof.  The catalog from the National wouldn't 
have hurt either <G>.  Now, they didn't get him, he went to the OSU campus, but 
I would have had to prove all that if they had.  AND, that's not a bad thing, 
they are doing their job.
