Co-sponsors legislation demanding humane treatment of dogs and greater  
oversight of breeders selling pets for profit

Congressman Jim Gerlach (PA-6th District) continues to work to ensure  
the humane treatment of animals and to protect consumers buying family  
pets. On Monday, he re-introduced legislation in the U.S. House of  
Representatives that would prevent puppy mill owners from exploiting a  
loophole in federal law and avoiding reasonable regulation.
The proposed Puppy Uniform Protection and Safety Act (PUPS Act) calls  
for all commercial breeders that sell more than 50 dogs per year to  
the public to be federally licensed and inspected regularly. Some  
large breeders have evaded federal animal welfare laws by selling dogs  
on the Internet. This bill (H.R. 835) would close that loophole.
Dogs at these commercial breeding facilities also would receive daily  
exercise separate from the primary enclosure. The amount of exercise  
would be based on the age, gender, and reproductive status of the dog.
ââ?¢Ë?This bipartisan legislation is long overdue and necessary to end  
the horrific conditions and inhumane treatment of dogs at large  
breeding kennels here in Pennsylvania and throughout the  
country,ââ?¢Ë? Gerlach said. ââ?¢Ë?In addition to keeping dogs  
confined to cramped cages, puppy mill owners often profit by selling  
sick animals to unsuspecting buyers. I look forward to working with my  
colleagues and the Humane Society on this bill to make sure pet owners  
and dogs are protected in all states. This bill would not hinder the  
operation of reputable and responsible breeders. It is aimed at  
protecting dogs and making individuals motivated by profit rather than  
the fair and humane treatment of dogs accountable.ââ?¢Ë?
