I'm sure this works like any other petition, the e-mail is verified  and if 
not accurate, (or is a duplicate) that name isn't included in the final  tally. 
 (I purchase health insurance leads like this, some verify phone,  some 
e-mail, but if the info is wrong, it's automatically kicked.) 
 
I say sign away!  The board should consider the mood of the  signers.  That's 
what it's for anyway; to let JQ public AND the board  know, as if they didn't 
already <G>.
