How do you know he bought from a BYB? Is that evidenced anywhere? Who/what
group is it that said he bought from a BYB?

As I understand Mr. Santorum's position- he tried to buy a puppy from a
reputible breeder- only they did not have puppies any at that moment- not to
be delayed he went ot a back yard breeder or puppy mill and the puppy had
not been socialized- Therefore he is trying to limit breeders- this is his
second attempt- the first one had three or four litters per year being under
the fed regulators- It is unfortunate that his impatience is leading to
legislation directed at breeders- he should be made at himself-Kris
