What does it take to become a registry? Several European countries use each national breed club as the registry. All you need to do is do it. A year or so ago, ARBA had me contact the AKC to have ARBA establish a registry for rare breeds, and then when they get accepted by the AKC, ARBA would turn over the registry files to them. If you are breeding ARBA dogs now, you have to register them with the FCI or other registry in other countries. AKC turned them down, so ARBA is now establishing a registry for all breeds, 250 breeds in AKC, FCI, UKC, USKC and ARBA. It is going to be interesting. The ARBA shows now are in conjunction with the United States Kennel Club. At the shows, you can get points in both registries.
