I really think you are on to something here. We could have the GSDCA Board be 
the Litter Patrol. They would have to go to many different areas to check on 
the breeders. North, south, east and west they would go looking for litters. 
While they were in the area they could also interrogate the litter producers as 
to the prefect place to hold a national in that area. We all would get to see 
more of the GSDCA board that way.

It should be based on other factors, besides just a number. 

Here are some of my ideas.

A single person working a normal job, no more that two litter a year.

A married couple with only one of the parties interested in dogs, no more 
than four litters a year.

A single person, independently rich, who doesn't work, no more than six 
litters a year.

A married couple, (or two partners, for my gay friends) who are 
independently wealthy, and do nothing other than breed dogs, no more than ten 
litters a 
year.

A person with a spouse, who is willing to help, but one of them works, 
(which seems to be the norm), no more than eight litters a year.

A family with two or more children over twelve, with everyone willing to 
help out, no more than twelve litters a year.

Everyone else, whatever they want, so long as they have sufficient help to 
take care of the puppies.

We would need to establish a dog police to check this out, but it can be 
done. We just have to commit to the issue, and be willing to be committed to 
the institution.

Not that there is anything wrong with that.
