This is from the Oklahoma State website.  Although it says it is  
Oklahoma State Board of Commercial Pet Breeders, please note which  
breeders are called commercial pet breeders according to their  
official definition.  The warning is that each time a law like this is  
passed, the number of dogs are reduced.  Since this is a regulatory  
body, it doesn't take another law to reduce the number.  My personal  
opinion is that we are all in this together and it's time to drop the  
"Commercial Breeders are bad" talk... According to ARs, ALL breeders  
are bad, and as you can see by the definition below... it doesn't take  
much any more to be named a Commercial breeder.

(f) “Commercial pet breeder” shall mean any person that possesses or  
has possessed at any time in the last twelve months eleven or more  
adult intact female animals for use in breeding or dealing in animals  
for direct or indirect sale or for exchange in return for
