Strictly speaking over the counter, and dealing just with the symptoms, my
recommendation would be a Sulfur Benz Shampoo. This is a great product
when needing a degreasing or keratolytic formula. It opens and flush the hair
follicles and promotes healthy skin, without the risk of totally stripping
the skin. When you use only a degreaser, or something like Dawn, the skin
goes into overdrive producing more of the natural oils and thus making
things worse.
I know Davis carries this formula, and I think Show Seasons carries it
also.

I just switched from Exceed Lamb and Rice to Victory High Energy. May
