retailers,

  Rescues were added to the standards after a bust of two facilities  
run by a
  man who had tax-exempt status for his operation; more than 200 dogs  
were
  found in poor conditions. Previous versions of the bill required  
rescues to
  be licensed, to register their foster homes, and keep detailed  
records but
  did not require adherence to the standards unless they were  
inspected upon
  complaint and were not in compliance. (So, if they violated any of the
  kennel facility standards they were not required to follow, they  
would be
  required to abide by them in the future!!)

  the bill
  that removes BSL from state law, will be heard Tues for the fifth  
time in
  the House Criminal Justice Committee and may be voted out after  
testimony
  is presented. This is a short, straightforward bill, unencumbered by
  extraneous issues; we're keeping fingers crossed that reason prevails.
