There is no good reason for a pet owner to send in those papers and until the 
AKC finds a way to be pet-owner friendly, why should they? There is noting the 
pet owner needs those papers for. 
And if, in order to raise more money, they allow mixed breeds into some of the 
performance/companion events, there is even less reason to get a purebred. 
Other organizations' events are a lot more novice-frindly, so having the AKC 
papers is of little importance for anything but bragging rights.
Right now with people dumping dogs due to the economy (I spent the last two 
days fielding 18 rescue calls) registrations are going to drop more. I know of 
4 people who are not going to breed for the next several years, at least.

Last night I went to my local all-breed kennel club's monthly meeting. The 
club's AKC delegate was in attendance & filling us in on the latest from the 
home office (as David Letterman would say).
 
In addition to losing a chunk of change in 2008 with their investments, 
registrations dropped in 2008 by 11%. (He had separate stats for puppy 
registrations & dog registrations. I believe 11% was puppy.) 
 
AKC is very concerned about this...registration fees are a big source of 
income. 
 
He said puppy mills are picking up the slack, filling a need "that good 
breeders are ignoring". (The part in parenthesis is what I felt was implied by  
'puppy mills were filling a need'.) He explained how pet stores offer instant 
registrations with buyers choice of half a dozen different "registries" (other 
than AKC). 
 
From there he began speaking about Limited Registrations. His opinion, as I 
understood it, was that if you limited register a puppy... those people will go 
& register Fluffy with the XYZ registry... and sell XYZ registered puppies... 
The end result... REGISTRATION MONEY IS LOST TO AKC. 
 
If I was understanding him... he felt Limited Registrations were bad because it 
drove puppy owners away from AKC because they wanted breed their dogs. AKC is 
losing revenue because of losing puppy registrations from puppies born to dogs 
with Limited Registrations.
 
He wrapped up his narrative by saying 'our' worst puppies are better quality 
than the puppy mill pups... so give them full registration.

I suggested to him AKC work on promoting other aspects of dog shows... 
performance events, companion events... get the puppy owners involved in 
dogs...  rather than pushing for more litters & full registrations (leading to 
litters).  AKC gets a fee for each dog competing in an event. AKC gets a fee 
for a club applying to have an event. Looking at increasing the volume of those 
fees while registrations are down sounds wiser than breeding puppies that might 
not have homes.
