That is much too logical and rational. The Board majority interprets things the
way they want not what is correct.

The key is context. If it is used as a request or idea within a question,
then it can be optional, but in our case it is in the Policies and Procedures
Manual, not the Optional Suggestions Manual. We are bound to follow the
policies and procedures as the rule of how we do things. It we want it to be
optional then it should so state, which of course, makes it irrelevant and
useless, like, well, now! It is there because the board at some point in time
wanted it there. If we want to change that, we should change it, but not
ignore it, because it came from the will of the governed, the members.
Now I could be wrong….
