Ginger,
I suggest you call your local Taxpayer Advocate (it should be listed in
your phone book under Internal Revenue Service - possibly under
numbers for the Federal Government). They should be able to help
you straighten out the problem. They work with the IRS, but are a
separate agency that represents the taxpayer in tax misunderstandings
and problems.
This sounds like something that should be able to be worked out
fairly easily. It sounds like someone must have made a whopper
of a typo on your 1099! Your own receipts should be enough to
prove that a mistake was made.
