[ SHOWGSD-L ] OFA BREEDING QUESTION

I have just been asked what the opinion of German Shepherd Breeders is on
breeding OFA certified Fair to OFA certified Fair or should they be bred only
to
OFA Good or Excellent?
Also, do most GSD breeders favor OFA or PennHip? I thought OFA but I'm not
sure how widespread PennHip is.
