According to my post office the scanners are new and not in all areas of the
country.

While Sharon is in charge of the election because she does all the work getting
the material ready and to the election company, it is the contracts chair Bill
Pfeiffer who receives the bids from companies interested in doing our election.
Bill strongly recommended using this company again and consequently the Board
voted to use them. I don't think anyone could have foreseen this problem -
except maybe the company doing the mailing who should have some expertise there.
