While I seldom disagree with Helen, I do here.
The reason clubs and companies set up By-Laws is to allow them procedures
outside Roberts Rules of Order. Only when the By-Laws are silent on a point, do
you turn to an outside source such as Roberts.
In this case it seems Roberts would apply, but we can pass By-Laws that
allow our club to be run in a manner inconsistent with Roberts, if that is what
the members want.
Not that there is anything wrong with that.
