    I am trying to find a way to synopsize the incredibly horrible law 
that is ready to pass in New Jersey...in the unlikely event that Garden 
State residents are unaware of it.
Among other things, if this law passes, it will be a crime to examine a 
male dog at a dog show, because checking testicles will be considered 
"animal abuse."  Artificial inseminations will fall into the same 
category. 
    Animal control officers will have the power to arrest ANYONE...no 
warrant needed...nothing........
          Anyone can claim to be the owner of a dog (or cat) and take 
the animal to a shelter, where it will be destroyed immediately....no 
one has to prove ownership.  If you have a
neighbor who hates you, kiss your dogs goodbye!
    The animal control officer can at any time decide your animals are 
being mistreated...come onto or into your private property (no warrant 
required) and SEIZE the animals.

This law might be worse than the California bill...if you have the 
stomach to read it all (it's 56 pages long), you might want to put your 
New Jersey property up for sale NOW.  I think the aim was to make the 
bill so long that people would get bored reading it and give up.  Here's

   And oh yes...the animal control officers will have the right to enter 
upon premises being prepared for or being used for animal exhibitions 
(dog shows, horse shows) and if in the mind of the AC officer, the 
animals are too warm, too cold,  (like in your RV or van) in an 
enclosure that is too small (a crate), seize the dogs.   It is amazing 
that dog owners's activities can now become animal cruelty through the 
most benign behavior, but those who are involved in enforcement of these 
new laws are now sometimes relieved of the responsibility in how they 
carry out the enforcement of these new laws.
 
For example, shelters and pounds are not required to supply veterinary 
care to prevent or relieve injury, neglect or disease, nor are they 
required to provide reasonable access to a clean and adequate exercise 
area. They are specifically exempted under the new law from having to 
provide this. Only pet owners have to provide these things to avoid 
charges of animal cruelty.

Animal owners can be fined various amounts ranging from $1000 to 
$10,000....but if you go to court and sue an AC officer for seizing your 
dog erroneously...
IF you can prove the officer was wrong to destroy your dog, all that 
officer can be fined is a maximum of $500.


   I suggest New Jerseyites read that law..........because I'm told 
there is no doubt it's going to pass.   Also it's interesting thatit is 
the ASPCA who will benefit from all the fines, 
etc.......................and is also the organization who will 
prosecute offenders (that's us, folks)..........seems like a big 
conflict of interest to me......
