A Nevada bill that seeks to further regulate the state’s dog and cat  
breeders is scheduled for a public hearing on Thursday, May 12, 2011.  
Unlike most state laws regulating breeders, this proposal would  
mandate that individual localities adopt ordinances providing for  
breeder permits.
Under current Nevada law, dog and cat breeders, as well as boarding  
kennel and animal shelter operators, are required to follow certain  
care and housing standards.

Senate Bill 299 would require each county and incorporated city to  
adopt an ordinance requiring breeders to obtain an annual permit from  
the board of county commissioners, the city’s governing body or animal  
control agency.

Under SB 299, breeders would be prohibited from breeding a female dog  
before the dog is 18 months old, and they would not be able to breed  
the dog more than once a year.

In addition, breeders would be prohibited from selling a dog or cat  
unless the animal has been fitted with a microchip and has received  
all required vaccinations for rabies. Breeders would also have to  
provide a written sales contract to the purchaser.

SB 299 states that breeders would have to comply with any other  
requirements prescribed by the ordinance. The governing body would be  
responsible for determining the permit fee.

The Assembly Committee on Natural Resources is set to hear SB 299 on  
May 12, 1:30 p.m. in the
