He doesn't say that. He says he REHABILITATES dogs and he
TRAINS PEOPLE! There's a big difference there.

And yes... I believe it would be the very rare dog that
couldn't be trained or at least made better than he is
right now, IF the owner has the skills and the time. HTH!
