Our tour guide, when we were there and visited the park, told us that one Arab horse farm owner, who has unlimited petro dollars flies in on his private 747 and is immediately fined, I believe he said, $10,000. He pays the fine, laughs and says it is cheaper than building his won airport. I think the problem is, the airlines do not fly large planes there. Transport systems fly the horses.
