S2923 seeks to establish a pilot program for spay/neuter of pets adopted
from shelters and rescues. While this legislation was written with good
intentions, it has provisions that the Monmouth County SPCA along with
HSUS, ASPCA, Best Friends Animal Society, AWFNJ, and many shelters
across this state oppose. We have all contacted the Governor?s office to
ask for a conditional veto.
The main issue is the provision that modifies the mandatory stray hold
period of 7 days to allow a pet to be euthanized during the holding
period if "the age, health, or behavior of the animal warrants
euthanizing it before seven days has elapsed." This language needs to be
much clearer. Euthanasia before 7 days should never be allowed to happen
except in cases of extreme suffering as verified by a veterinarian, or
if the animal is showing aggressive so severe it poses a significant
threat to staff. Age should never be a consideration for euthanasia
within the 7 day hold.......
