Kind of like auto licensing? Oh, no, we own our cars but can't let them run around unidentifiable; what if they caused a problem? Who would pay? Maybe cars, dogs, and/or owners SHOULD have the "right" to chose?? Animal Welfare groups want the CHOICE to microchip or not. Tatoos, microchips, their choice. It is the freedom of choice to do with the animal you OWN that is the root of the disagreement.
