Kind of like auto licensing? Oh, no, we own our cars but can't let them run
around unidentifiable; what if they caused a problem? Who would pay?
Maybe cars, dogs, and/or owners SHOULD have the "right" to chose??

AR types want microchips for identification... so that there can be a data base
when they start the false complaints (and yes,that happens).They want to know
who owns the animal and where it lives. Animal Welfare groups want the CHOICE
to microchip or not. Tatoos, microchips, their choice. It is the freedom of
choice to do with the animal you OWN that is the root of the disagreement.
