Probably because any start of legislation that begins to remove the freedoms
and rights of individuals is like starting at the top of a slippery slope.

Huh? Why is this bad? You can advertise all day long if you choose, but
you'd say something like "puppies available after....". And who
"socializes" a
puppy before they have a good start on their shots, anyway? (I'm thinking
12-16 weeks.)Most folks I know don't let prospective buyers on their
property
before a set age/immunization schedule and there again, they don't leave
before a certain age, so basically, I see no problem.
