The problem w/new laws is that the laws that are on the books are not
enforced. (old story) I would bet that any abuse or endangerment of dogs is
covered
in legislation already. If animals are kept in an abusive situation, they are
already afoul of the law. If dogs are running loose, they are already, in
most instances, running afoul of the law. If there are not laws on the books
that say a dog must be under the control of its owner, or that deliberate
physical endangerment of an animal is abusive (heat/c-sections by dirty
instruments, ears or tails left to be infected), then by all means make the
law.
Dogs must be under control of their owner with a penalty and appeal process.
Dogs must not be abused, with penalty and appeal process. I agree with good
laws. Read Nathan Winograd's book...he has a lot of good laws that could be
instituted. Shelters should follow good laws, not abuse the power they have
under bad laws.
It's too darn hot today and I should be staying cool, reading that good book
