For those of you willing to take some further action against AB 1634, here is 
another step that can be taken.

 

1) Call your assembly person; even if they are not on the Business and 
Professions Committee and let them know that you are against AB 1634.

 

2) If your assembly member is on the B & P Committee, be sure to call, write, 
fax and let them know that you are against AB 1634.

 

3) All Assembly members have field offices in the area that they represent. Go 
and visit! Chances are you will not actually get to meet with your assembly 
person, but still go and meet with an aide. You can call ahead and see if and 
when your assembly member will be there and wait... but don't wait until after 
the 24th of April. This has to be done before. Personal contact is great! 

 

Remember the talking points and stick to the facts:

 

1. AB 1634, although well intended, is not the solution. None of us enjoy the 
idea of animals being destroyed in animal shelters, but we believe that 
education (not legislation) is the key. Impress upon them what public education 
you and/or your club already does. We have the numbers that show that even 
though the population of California has increased, there actually has been a 
decrease in the number of animals euthanasized in California shelters. We also 
believe that the majority of kittens in California shelters are feral cats that 
have been trapped and the number of dogs are the products of dog owners who are 
not considered hobbyist breeders.

 

2. The exemptions listed on AB 1634 are unrealistic and restrictive. The 
majority of hobbyist breeders do not qualify for business permits or kennel 
licenses because they are in residentially zoned areas of their community. 
Hobbyist breeders take time in screening the health and clearances of their 
breeding stock; research pedigrees; actively show and compete and continually 
re-educate themselves. They screen potential puppy buyers, have contracts that 
require spay/neuter of pet quality animals and work with their puppy buyers for 
the life of the animal.

 

3.  Since hobbyist breeders do not qualify for the exemptions, this limits 
where California residents can obtain purebred animals to puppy brokers and 
questionable backyard breeders who will "fly under the radar."

 

Puppy brokers are not touched by AB 1634 since they import the puppies they 
sell. They do not own any intact animals over the age of four months. The 
puppies often come from questionable backgrounds and often have health and 
temperament issues. Quite often these are the irresponsible puppy sellers we 
often find ourselves fighting against since we see many of their puppies in 
Rescue and abandoned at shelters.

 

Backyard breeders will still have their litters since they often do not license 
their dogs anyway. These are people who are able to elude local animal control 
agencies, are not members of any specific breed clubs and are not bound by any 
code of ethics.

 

4. There is concern that the abandoned animal population will actually increase 
as a result of this bill. Since fewer hobbyist breeders will continue, the 
demand for dogs will go up causing puppy brokers to increase their supplies. 
And instead of surrendering an "oops" litter to the shelter in hopes that good 
homes can be found, people may simply destroy and dispose of the litter 
themselves for fear of being fined. I have personally rescued pillow cases full 
of kittens, being tossed on the roadside because the owner didn't want to deal 
with taking the kittens to the shelter.

 

Again, a good conversation with an aide may not be as good as actually talking 
with your assembly member but it will get passed on.

 

I appreciate everyone's efforts on this piece of legislation. Finally, if you 
are able to get to Sacramento on the 24th of April-- GO!
