Understanding a meeting from listening to tapes when you were not present at the meeting is far different from being in attendance at the meeting to hear what is going on. If conducted properly, every person is recognized by the chair by name, no one would talk without being recognized. Every motion would be read before being voted on, and every vote would be announced as to the vote and who did what. If done that way, the recordings of the meetings would be very easy to understand.
