BUT, if the "unregistered" chip is scanned, the buyer can be tracked down
through the maunfacturer. I have been called before because a chip was traced
to me, as the buyer of that chip.

If you register with the Microchip Manufactorer, when you microchip your
animal,
those records are kept & can definately prove legal ownership.
Problem is many owners fail to do this. My Vet told me that less than 50% of
his
