This is an excellent suggestion. In our city, all of the ACO's have scanners
in their trucks, every animal picked up is scanned before being put in the
SWAB. An attempt to locate the owner in the field is made, and if chipped
and/or wearing a collar with tags, these animals get a "free" ride home. No
trip to the shelter, no processing, no fines or fees and best of all they are
returned to their owners.

This is a two fold lesson: micro-chip and REGISTER the chip, but secondly
call your local animal control facility and ask if they have a scanner and do
they scan every animal they pick up. If they laugh or say no, then call your
Board of Commissioner's Office and complain. Tell all your local friends to
complain also. If we make enough noise about it they will pay attention to us.
