I know I know, let's raise our dogs in padded cells with a horse walker for 
excersice twice a day!!!!
   
  This is too restrictive in terms of how the dogs are to live.  Dogs want to 
live on grass or hay or wood chips or something.  And if it all has to be 
disinfected all the time, how do they build any immunity to anything?  The 
moment a dog from this type of facility gets into the real world they will 
catch something that will either be expensive to bring them through or worse, 
kill them right off.
   
  Dogs need to live in the real world.  Having a limit of 100 is 'nice" but not 
what we need.
   
  And proper care can be determined without being sterile.

Kennels/Housing 
No more that 100 dogs capable of breeding
No kennel can sell more than 100 individuals or 20+ litters a year

disinfected. Bowls, beds, etc, should be removable and made of

Every licensed facility must have a documented disaster planning and

Every licensed facility must have a written disease control program
designed in conjunction with their veterinarian. 
Every licensed facility must have a documented kennel management
plan.

Dogs/Health
Stud dogs should not be bred prior to one (1) year of age and should be
in good health and free of communicable diseases, hereditary defects,
brucellosis, heartworms and other parasites. The animal should appear
to be in good health, with healthy eyes, ears, coat and should be on a
heartworm preventative and checked three or four times a year for
internal parasites.
Female dogs should be at least 18 months of age, in good health and
free of communicable diseases, hereditary defects, brucellosis,
heartworms and other parasites. The animal should appear to be in good

Dogs must not be bred every heat-they can be bred only once a year,a nd
must be in adequate body condition prior to breeding. Or (as an
alternative) No female dog should be bred more than once a year without
first obtaining veterinary certification that such breeding is medically
appropriate, nor prior to one and a half years of age, nor after eight
years of age without veterinary certification.
Dogs must have a veterinarian of record that the breeder uses
regularly.
All dogs must be examined by a vet, and vaccinated by them prior to a
sale.
Dogs must be examined by veterinarians within five days of being
offered for sale, and at 15-day intervals thereafter.
No dog with a congenital defect can be bred.
If a dog produces two or more puppies with the same congenital defect,
it can no longer be used for breeding.
Dogs exhibiting abnormal behavior (cage stress related) must be retired
from breeding.
Only licensed veterinarians can dock dog?s ears/tails.
Only licensed veterinarians can spay/neuter.

Informed Consumer
At the time of sale, breeder must furnish records to each buyer of all
shots and wormings, pedigree and AKC registration or transfer documents
(if applicable), unless written agreement is made at time of sale that
papers are being withheld.
All services and sales agreements shall be mutually agreed upon, stated
in writing and signed by all parties involved, including all
adjustments, replacements conditions, etc. The sales agreement shall
clearly state the following:
Name all of the sellers and all of the buyers and their
addresses and phone numbers. Name, address, and phone number of
attending veterinarian. Dates and descriptions of immunizations and
other medical procedures. Description of conditions relating to the
care of the animal by the buyer, including shots, heartworm and
cleanliness.
Seller must provide dog purchasers with proof that puppy was examined
by an independent licensed veterinarian at least 15 days before the
sale. If the puppy has not been checked within the last 15 days, the
animal can be rechecked within 72 hours of delivery to the purchaser.
Provide consumers 14 days to have any clinical illness diagnosed and
reported to seller and state.
Seller must offer a full refund, replacement dog or agree to pay as
much as twice that purchase price of the dog if the animal, within six
months, is diagnosed with a congenital or hereditary defect.
Seller must provide every dog purchaser with true and accurate
documentation about the puppy?s purebred status, age and registration
eligibility.
Seller must provide method for consumers to contact the seller to
register complaints or discuss problems with the puppies purchased.
The print media must not print an ad for the sale of canine/feline
without also publishing its vendor number.
Create an ethical and humane breeding standard and certification
program. Those breeders who choose to engage in the voluntary program
and meet the standards would be allowed to sell their animals with the
certification and give consumers a method to identify both those
breeders and animals bred by them.

Pet Stores
Pet shops must post on each dog?s cage indicating the name and address
of the location where the dog was bred or brokered. In addition they
should include where acquired by the pet store.
Pet stores must post consumer notice signs near the cages of the dogs
that describe the dogs? veterinarian treatments and dates.
