We're in real trouble when even people on this list can't see how unreasonable
it is to subject modest-sized hobby breeders to these standards. And, the
state has no business telling me when or how often I can breed my health dogs
and bitches.

I hope this passes, it details what a reputable breeder normally does. I do
think that the graduated kennel license fee may or may not depending on price
be a good idea, but its a step in the right direction. It would certainly put a
damper on the unethical puppy mills if this could be enforced. Hopefully other
states can take a model from this and shut down or atleast regulate the puppy
mills. JMHO
