HB3704, An Act Relative to the Regulation of Animal Shelters would
provide the State Department of Agriculture the permanent responsibility
to provide oversight of shelter and rescue organization activities. This
act would formalize the emergency powers granted the Department of
Agriculture following the episode of a canine rabies infected dog
entering Massachusetts via the Save the Sato program.

This law is very straight forward. The whole text of the bill boils down
to: The Department of Agriculture can make rules for shelters and rescue
organizations. This would include setting minimum quaratine periods and
setting standards such as record keeping regarding rescue dog points of
origin, any transfers from one shelter to another, and new home
addresses for direct placements. While most shelters and rescues already
take due dilligence in these areas, it would allow the Department of
Agriculture to enforce basic standards of conduct.

Right now the Department of Agriculture is doing these tasks under an
emergency order. This bill would give the continuity of responsibility
to that organization, to ensure public safety going forward.

This is just one of 15 proposed dog laws which recently underwent their
public comment sessions with their respective House and Senate  
committees.
