So when leg is in an extended (out to the rear) and the hock is still bent,
that isn’t a locked hock? I was always under the impression that the hock
should be fully open at that position and the leg extended and close to the
ground. Then it gathers itself in and fully extend back in the single track
fully under the body.
Now I’m heading to videos and learning again.

OK, here is an image.
If when the dog pushes off with his rear foot, if the hock is flat to the
ground, it is a locked hock.
The problem comes when you see a class of six, and they are all locked. When
judging that class, it is a decision to ignore it, or accept it as a fault
and consider it just that.
It easy to see at a walk.
I have a solution to the problem, and we could solve it in one generation.
Change the standard to require a locked hock. Problem solved.

I'm glad that Carolyn mentioned it too, as the dog pictured was not locked
in the hocks.

I am glad Carolyn said this. The picture does show a hock opening, and maybe
the next movement would be a full open hock. But it is not locked.
A locked hock stops movement when the rear foot is flat on the ground, and
goes no further.
I am amazed when someone puts a moving picture in the Review, and the dog is
not in any way moving as they should. Or a head shot that is not as
described in the standard.
I responded in private, but since Carolyn opened it up, I will join in.
It is often better to remain silent and be considered ignorant, than to open
your mouth and dispel all doubt.

I would not call this 'locked hocks' on this photo.
