They can. A dog with a limited registration can participate in everything
EXCEPT breed classes. Furthermore, there is no requirement to spay/neuter
them.
The AKC also has something called an ILP #, (Indefinite Listing Privilege).
That's for dogs that come without any papers. Say you have a dog that looks
like a lab, but no papers. You take a coupe of photos, send them in w/ the
proper form, $10 AND a veterinarian's statement that the dog has been
spayed/neutered and they too can compete in everything other than breed.
ILP is transitioning to something called PAL (Purebred Alternative
Listing)...same requirements.
