Lee's info from the Judges' Department notwithstanding, I have seen this 
particular rule called into play at all breed shows, and while the 
matter did end up in the hands of the AKC, the bench show committee was 
held and a decision made.  I believe that the committee can't do much 
about enforcing the decision, sometimes...but the AKC will back the 
committee up.   In other words, while the committee may not be able to 
pull the handler from the ring and refuse to allow him or her into the 
ring for the remainder of the day (and I'm not sure they can't do that), 
they can recommend a suspension and fine...
