he may not ever lift his leg.. regardless of the older ones being neutered or not, the pup is lowest on the totem pole and may be being told he isn't "permitted".. lifting their legs is a show of dominance, a method by which they mark their territory.. and the young dog just may not be allowed to have territory.. this isn't anything you have control of.. it's the way of the wild.. and our dogs still maintain their"wild" instincts.. not all males lift their legs, or they may do it on occasion, but it isn't a given..
