  All temperament tests are video taped and if things like what you described 
take place then a complaint should be filed and and a review of the tester 
ability should take place. If the tape reveals that the dog failed  the TC a 
letter should be sent to the owner stating that a review of the test shows that 
the dog failed. The dog could then be retested in 6 months.

I'm looking at the big picture -- I believe saying a dog has to have passed
the TC at the National to get a Select is completely undoable, and takes
away judging from the judge. We have dogs out there that are going under
the radar as "sound" when they have a latent sound sensitivity. All of my
early research in the breed, starting when I was twelve, indicates that
sound sensitivity/gun shy, is **completely** unacceptable. 

It's a small thing to do, and it would prove that the breeders of American
dogs are striving to incorporate strong nerves in their dogs. No test - no
knowledge. Test and you at least have an inkling what you're working with.
Not to mention, the judge would still have a determination as to who placed
and who didn't. I'm not saying that the judge shouldn't put them up, that's
the judge's prerogative -- but at least there would be some knowledge by
those who attend the National which dogs do or do not have any issues with
sound. 

I'm not saying that no one should breed to these dogs, but at least you go
into a breeding with your eyes open. 

People keep saying "the Temperament Certification tests all this" - I don't
trust the TC anymore -- I've seen too much of the following that I won't
even participate in it anymore:

1) 2 dogs, same breeder - ZERO reaction passed this portion of the
test. Every other portion of the test, including the weird stranger, these
two dogs had very little if any reaction to any of the stimuli. They
passed. These were not house dogs, they were owned by a breeder and housed
in a kennel.
2) 1 dog - flipped out at the umbrella - I watched carefully - several
minutes (not 20 seconds) later the dog had still not touched the umbrella or
got close to it even with a lot of coaxing. The dog passed.
3) Same dog - Weird stranger came out - dog hung his head, looked
nervous. Weird stranger escalated - dog ran behind the handler (was visibly
scared). Dog passed. 
4) This same evaluator had a "trainee" evaluate their own dog as they
ran through the same test where they were the "official" evaluator, it
passed.
5) Another dog, when the umbrella was popped in front of them, it
stood there and then went after the umbrella. Failed.
6) Another dog, when the weird stranger came out, they looked at the
weird stranger, stood out alert, but not overly worried. Low score.
7) Same dog as 6, when the weird stranger escalated, the dog went out
to the end of the lead and barked in warning. Low score.
8) Another dog, marked low on the "friendly stranger" because the dog
wasn't "friendly back".

Perhaps this is bad evaluating - but there are dogs out there with TC's that
shouldn't have passed - and have gone on to gain the highest awards possible
in the PC. 

At least a hypothetical gun testing at the National would allow for the
fancy attending to see for themselves, pardon my phraseology, "where the
bear **** in the buckwheat" quickly, concisely. Yes I am aware that sound
sensitivity does not a spook make - but if you look at the tests of the TC -
there are facets of sound testing in it.
