agenda Consent Calendar lists the final vote on the all inclusive Los Angeles
County style sterilization mandate for dogs as well as sterilization of all
dogs and cats on redemption from impound subject to an appeal process, and
strict criminal liability for owners of at large dogs injuring another animal
or
human. This had been introduced at the September 19 City Council meeting and
passed 4-1. It is to take effect November 3 with a "rolling" 90-day grace
period
following license renewals over the ensuing year.
