2007 May 9-12, 2007 in Dallas, Texas. This event attracts shelter and animal 
control personnel from around the country, and offers a window on emerging 
trends 
and personalities.

ATHENS, OHIO  in 2004 enacted an ordinance mandating spay/neuter of all dogs 
and cats over 6 months of age prior to transfer. In 2005, Petland filed suit 
which had been set for trial this October. The City has now repealed the 
ordinance, although a replacement ordinance
of undetermined content is expected. According an Athens News story on July 
31, "People for the Ethical Treatment of Animals (PETA) has pledged to support 
the city of Athens in the potential legal battle with Petland." However, an 
August 3 Athens News story, "â?¦animal-
rights group leaders â?¦ are concerned that the case could impact animal-rights 
laws around the country." This had been the first legal challenge actually 
filed in the United States to a mandatory spay/neuter ordinance. See

LOMPOC, SANTA BARBARA COUNTY, CALIFORNIA* October 3 City Council
agenda Consent Calendar lists the final vote on the all inclusive Los Angeles 
County style sterilization mandate for dogs as well as sterilization of all 
dogs and cats on redemption from impound subject to an appeal process, and 
strict criminal liability for owners of at large dogs injuring another animal 
or 
human. This had been introduced at the September 19 City Council meeting and 
passed 4-1.  It is to take effect November 3 with a "rolling" 90-day grace 
period
following license renewals over the ensuing year.

CALIFORNIA BILLS

SEPTEMBER 30 was the final day for Governor Schwarzenegger to act on
bills from the 2005-06 Legislative Session, and he has finally VETOED
one animal bill, AB 2862* by Assembly Member Mark Ridley-Thomas (D-48) of Los 
Angeles entitled, "Sale of animals at retail animal outlets" and sponsored by 
the Animal Protection Institute.  Originally, AB 2862 would have created 
extensive new law in the
Health and Safety Code to regulate animals in pet stores not as civil law 
regulating an industry but as criminal law. AB 2862 had failed in June before 
the 
Senate Committee on Business, Professions and Economic Development but 
returned for a last ditch effort on August 10 when Author Ridley-Thomas was 
forced 
to accept a total gut-and-amend proposed on the fly with the operative 
provision, "The Department of Consumer Affairs shall adopt regulations to 
regulate
the care and handling of companion animals sold to the general public at 
retail outlets. Those regulations shall be adopted, after consultation with 
affected parties, by January 1, 2008."

Governor Schwarzenegger signed AB 450* (Yee) regarding including animals in 
state emergency response plans and AB 2915 (Saldana) allowing qualified persons 
not having a California veterinary license to be employed by a city or county 
related to pathology and
epidemiology on dead animals as part of a government program to monitor a 
disease or a disease-related condition or to investigate, control, or eradicate 
a 
disease. Supervision by a California licensed veterinarian is required, and 
the bill sunsets January 1, 2011. This bill was sought by San Diego County and 
extensively lobbied and amended as to policy issues regarding veterinary 
practice.
