Law would be hard on owners of vicious dogs

LOS ANGELES â?? County supervisors took the first step Tuesday toward drafting
an ordinance that bites back not just at vicious dogs but at irresponsible
owners.
Supervisors voted 5-0 in favor of a motion proposed by 5th District
Supervisor Michael D. Antonovich for a countywide law that would impose a
spay-neuter
program on specific breeds of dogs known for their propensity to attack,
according to Tony Bell, Antonovich's communications deputy.
Once enacted, the law would make owners responsible for adhering to breeding
restrictions on those breeds, specifically pit bulls and Rottweilers.
The law would exact stiff penalties on dog owners who fail to comply.
Antonovich's motion directs Marcia Mayeda, director of the county Department
of Animal Care and Control, to work in conjunction with County Attorney Ray
Fortner and Chief Administrative Officer David Janssen to develop the ordinance
and bring it back to the supervisors by Feb. 14 for the board's vote.
