County Resource Management Agency Director David Price presented the proposed additions to the Kern County Animal Control Commission on Wednesday. The suggested changes were based on 10 workshops the county held with the public and the commission. Some of the proposed additions to the animal ordinances include: * Limiting female dogs or cats to one litter per year. * Not increasing the yearly license fee for unaltered agricultural and livestock working dogs. Price said about 10 percent of the original proposed rules have changed. "We still have discussions to take place," Price said."Nobody is trying to pull anything on anyone." The meeting was the first time many commission members and those in the public had seen the latest proposed changes. "I have not had a chance to review and contemplate the consequences," said Michael Yraceburn, chairman of the Kern County Animal Control Commission said. "I prefer not to go forward with this today." The commission will ask questions and may vote on the new rules at its next meeting on Aug. 15.
