[ SHOWGSD-L ] Judging Question

A question for every exhibitor/breeder and especially judges...The judging
for BIS at Westminister has not started yet...so here is my question..BIS
Judge is Cindy Vogels....what is the criteria for judging BIS? The reason I
ask is I looked Cindy Vogels and she is not licensed to judge GSDs. and
there may be other breeds that she is not licensed to judge...but of course
my interest because of the situation is the GSDs. How can a judge
evaluate a breed that she does not have a license to judge? I would be really
interested in hearing your responses on this one
