If the dog # 2 is dragging his toes, then that is a fault of gait. Any fault of gait is SERIOUS fault. He would go to the back of the line. I would put the roached back in first, if the other aspects of the dogs were IDENTICAL in every other way, which is unlikely, and the sway back in 2nd.
