Therein lies the problem.
When I first presented the idea of a weighted ballot, the 3 vote was
supposed to be for Specials. I suspect they are not counting the weighted
ballot
the way it was intended, and just adding up the numbers. So, if four people
vote a person with a number 1, and one person votes another person with a
number
3, the number 1 votes get the Specials class. That is now how it was
intended.
I have tried to find out how they are counted, but have not been able to
understand the answers I am getting. But, I am just an attorney, so you can't
expect me to understand complicated stuff.
Not that there is anything wrong with that.
