Dogs are trained to run down the field and bite the bad guy. They don't do  
it on instinct. They start to be trained as a puppy. Besides, he isn't a 
bad  guy, just a guy wearing a sleeve who the dog has learned he should bite. 
There  is no value judgment made by the dog.  He doesn't decide who is good 
and  who is bad.
 
Ken and I, and most other judges in the ring know what temperament the dog  
has. We don't need a test dictated by our parent club, but since it is part 
of  the game, we do it.  I, and Ken, trust our judgment more than what the 
dog  does, and we both know these dogs can be trained to run through a 
tunnel, jump  an A-frame, walk on our left side, sit when we say so, and bite 
the 
sleeve of  the "bad guy".  None of that changes the temperament.
 
The only valid temperament test is the one done by the judge with  years of 
experience with this great breed, and the knowledge of what a good  German 
shepherd should be.

can easily  be trained/conditioned to pass it.  
We do offer the TC but it is not mandatory and still far from adequate,  
IMHO. You can still train a dog to get through it. 
Now, try to get a dog to run down the field and bite the bad guy who is  
waving a stick at him is another  story.
