Friendly behavior in a GSD is learned behavior. It has nothing to do with some intrinsic weakness in the dog. In different circumstances the dog might develop into an aloof animal. A dog should be trained to not jump up and kiss a judge but a dog that loves the ring and is having fun might just wag it's tail when going through this artificial procedure. The temperament test was meant to test for shyness not be an evaluation of the intrinsic nature of the dog.
