Barbara, good thoughts, but most states already have all the laws needed to prevent abuse or lack of humane sheltering,etc. If the laws in place now were enforced equitably, it would be more than fine. In fact, many of those laws aren't needed, either. It is very evident that those who enforce animal laws go where it is easier, safer and more profitable. Not ALWAYS, but generally.
