Cedar Rapids to Consider Licensing and Dangerous Dog Revisions on 10/12


The City of Cedar Rapids will consider, and likely vote on, numerous  
changes to its animal control laws on October 12 at 5:30 p.m.  
Responsible dog owners in Cedar Rapids are encouraged to contact the  
council members and attend the meeting to express concerns with the  
proposal.

The AKC has several concerns with the proposal as introduced, including:

        • Differential licensing for intact animals:
                • While no specific rates are specified, the proposal does 
state  
that there will be both an “altered” and “unaltered” dog license.  
Licenses will be required for every dog owned within city limits.
                • A multiple pet license is available at a discounted rate for 
those  
who own four or more altered dogs. This license is not available for  
owners of intact dogs.
                • Owners of intact dogs may not breed the dogs unless they 
purchase  
a $50 annual breeder permit.

The AKC believes that all owners should be responsible for their dogs,  
regardless of whether or not the dogs are sterilized. Responsible dog  
owners should have the right to own an intact dog if they so choose  
without being subject to higher license fees.

        • Problematic Definitions and Requirements for Dangerous Animals:
                • Broad new definitions for “potentially dangerous” and 
“dangerous”  
animals are created. A dog may be deemed “potentially dangerous” if it  
ever inflicts any injury on a person that does not require medical  
treatment. On a second offense, the dog is declared “dangerous”.
                • Animals deemed “dangerous” may not be kept in the city.
                • There is no opportunity to appeal the designations or get 
them  
removed after a period of time.
                • Mandatory sterilization for dogs deemed “potentially 
dangerous”  
may be required.

The AKC strongly believes that owners should be responsible for their  
dogs, and that appropriate penalties should be established for those  
who are irresponsible. As currently written, however, the language is  
too broad and could require sterilization for a dog that bites once in  
its life, even if the person does not require medical treatment.

How You Can Help

        • Attend the city council meeting on Tuesday, October 12, and express  
concerns with the proposal. The meeting details are as follows:

   Free parking is available in the city hall parking lot
* The public comment period begins at 5:30 p.m. Be sure to arrive  
early, as this will likely be your final opportunity to speak to the  
proposal.
