Many many years ago I had a hydrocephalic puppy. She was blind, and I had to
put her down at about 4 weeks old. I never saw it again, and really doubt
that it is genetic, more that it is developmental.
She looked like a Chihuahua.

It is my understanding that while most of the time this is congenital, it is
possible for this to be caused from trauma - such as a blow to the head.
