That is right. Everyone knows if you want something done, form an outline of
what you need, identify the problem, appoint a committee, assign a schedule
for the submission of the report, and present it to the entire board, to
direct a group of members to consider the reccomendations, and get back to the
board with a majority opinion.
That is how our government works, why shouldn't it work for our club?
